Federal prosecutors have now reportedly unveiled charges against five individuals allegedly working for Russian intelligence services, accusing them of engaging in a terrorism conspiracy that involved planning murders around the globe, including right here in the United States.
The five defendants, who remain at large, are accused of paying, and attempting to pay, individuals both inside the U.S. and abroad to conduct pre-operational surveillance and carry out targeted killings. According to the Department of Justice, the group also commissioned associates to commit, and attempt to commit, acts of terrorism against civilian and military infrastructure in European nations aligned, or perceived to be aligned, with Ukraine.
U.S. Attorney Jamie McDonald did not mince words in announcing the charges, declaring that the government will not tolerate efforts to finance terrorist activities or engage in violence, particularly when those activities are commissioned by state actors and reach American soil. McDonald said that as alleged, the defendants, all working on behalf of Russian intelligence services, conspired to sow destruction and mayhem across the globe, including inside the United States itself. The network charged in the indictment was described as brazen, aggressive, and far-reaching, with McDonald sending a pointed warning that no matter where someone is located or who they work for, they will be investigated and prosecuted for their crimes. McDonald also credited the FBI for its tireless work protecting American communities and expressed gratitude that law enforcement partners were able to neutralize what was called a deadly and outrageous threat.
The defendants, identified as Yuri Khrameev, Kirill Khrameevyuri, Oemis Romagoza Durruthykirill, Yaidel Delgado Suarez, and Angel Eduardo Castro, allegedly began working for the network in 2024. Prosecutors say the group conspired to conduct, and did conduct, attacks and murders in multiple locations around the world.
Among the group’s alleged activities were numerous acts of terrorism carried out internationally, including operations in Prague and Lithuania, according to the indictment.
The most recent alleged plot involved hiring an individual within the United States to surveil and murder a prominent Russian dissident the network believed to be residing on American soil, underscoring the extent to which the alleged conspiracy reached directly into the country.
The indictment paints a picture of a sophisticated and sprawling operation, allegedly directed and financed by Russian state intelligence services, that stretched across multiple continents and targeted both civilian infrastructure and individual dissidents deemed threats to the Kremlin’s interests. The charges represent a significant escalation in the Justice Department’s efforts to expose and dismantle foreign intelligence networks operating on American soil, particularly those tied to hostile state actors.
With the five defendants still at large, it remains unclear whether any of them will ultimately face justice in an American courtroom. Nonetheless, officials made clear that the indictment sends an unmistakable signal to Moscow and its intelligence apparatus that the United States will not stand idly by while foreign agents plot violence against Americans and American interests, both at home and abroad.
